21st Century Communications and Video Accessibility Act:

In 2010 President Obama signed into law the 21st Century Communications and Video Accessibility Act; this act requires closed captioning on videos that are displayed online that were delivered with captions on broadcast television.

 

Workforce Rehabilitation Act: Section 508:

Section 508 of the Rehabilitation Act was amended by Congress to require all access to the Federal government’s information and electronic technology. This amendment applies to all Federal agencies when those agencies develop, acquire, or maintain such technology, these agencies must ensure that this technology is easily accessible the public and their employees. Federal agencies must caption all multimedia files and videos in all formats such as; CD, DVD, or over the air broadcast under Section 1194.22(b). These files must be captioned whether produced externally or internally and also including video files produced by partners if any Federal funds are used. The United States Department of Health and Human Services also states that is not acceptable to supply stand-alone transcripts in place of video captioning.
